This web page provides information on the District's Policy and Procedures regarding Harassment, Intimidation and Bullying.  District Policy on Harassment, Intimidation and Bullying aligns with the law called the Anti-Bullying Bill of Rights.  This law provides procedural requirements for reporting procedures, duties for certain staff members and the necessity for training staff, volunteers and students.  In addition, revisions were made to include: the use of Department of Education forms; the need for students and parents/guardians to undergo training after repeated HIB offenses and the requirement that the investigative report for a confirmed case of HIB be included in the aggressor's record.

5512 - HARASSMENT, INTIMIDATION, OR BULLYING (M)

The Greenwich Township School District has always had programs in place to educate students about Character Education and bullying.  The new Anti-Bullying Bill of Rights confirms all we support, to provide every student with a safe learning environment that is free from harassment, intimidation and bullying (HIB).

"Harassment, intimidation or bullying" means any gesture, any written, verbal or physical act, or any electronic communication, whether it be a single incident or a series of incidents, that is reasonably perceived as being motivated either by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical or sensory disability, or by any other distinguishing characteristic, that takes place on school property, at any school-sponsored function, on a school bus, or off school grounds as provided for in section 16 of P.L.2010, c.122 (C.18A:37-15.3), that substantially disrupts or interferes with the orderly operation of the school or the rights of other students and that:

  1. a reasonable person should know, under the circumstances, will have the effect of physically or emotionally harming a student or damaging the student's property, or placing a student in reasonable fear of physical or emotional harm to his person or damage to his property;
  2. has the effect of insulting or demeaning any student or group of students; or
  3. creates a hostile educational environment for the student by interfering with a student's education or by severely or pervasively causing physical or emotional harm to the student.

NJ Department of Education Information

The NJ Department of Education has established a School Climate State Coordinator who may be utilized as an additional resource for information on HIB.    For questions regarding the ABR or HIB policy requirements contact the School Climate State Coordinator in the Office of Student Support Services at hib@doe.nj.gov or (609) 376-9109.

School Self-Assessment for Determining Grades under the Anti-Bullying Bill of Rights Act 2023-2024

In compliance with the Anti-Bullying Bill of Rights law, the NJ Department of Education has issued the "NJ Department of Education School Self-Assessment for Determining Grades under the Anti-Bullying Bill of Rights - District and School Grade Report 2023-2024 for the Greenwich Township School District.

Each school grade is based upon several areas which are: HIB Programs, Approaches and Other Initiatives; Training on the Board-Approved HIB Policy; Other Staff Instruction and Training Programs; Curriculum and Instruction on HIB Related Information and Skills; HIB Personnel; School-Level HIB Incident Reporting Procedures; HIB Investigative Procedures; and HIB Reporting.
